E/RES/2006/31E/RES/2006/31
Using alternative development programmes to reduce the cultivation of cannabis plants
The Economic and Social Council,
Recalling the provisions of the Single Convention on Narcotic Drugs of 1961, that Convention as amended by the 1972 Protocol, the Convention on Psychotropic Substances of 1971 and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988,又回顾大会第二十届特别会议通过的《政治宣言》,会员国在其中确认采取行动解决世界性毒品问题是一项共同的集体责任,
Recalling also the Political Declaration adopted by the General Assembly at its twentieth special session, in which Member States recognized that action against the world drug problem was a common and shared responsibility,还回顾2004年12月20日大会关于管制种植和贩运大麻问题的第59/160号决议,
Recalling further General Assembly resolution 59/160 of 20 December 2004 on the control of cultivation of and trafficking in cannabis,
Recalling Commission on Narcotic Drugs resolution 45/8 on the control of cannabis in Africa,
Noting the progress made by the United Nations Office on Drugs and Crime in the implementation of General Assembly resolution 59/160, and looking forward to the forthcoming release of the market survey on cannabis requested by the Assembly in that resolution,强调各缔约国必须继续履行其在经1972年议定书修正的《1961年公约》、《1971年公约》和《1988年公约》项下的各项义务,
Emphasizing the need for States parties to continue to honour their obligations under the 1961 Convention, that Convention as amended by the 1972 Protocol, the 1971 Convention and the 1988 Convention,注意到在国际药物管制条约所列的药物中,大麻远远超过其他药物,是滥用最广泛和最频繁的,
Noting that cannabis is by far the most widely and most frequently abused of the drugs listed in the international drug control treaties,关切部分由于极端贫困和没有可行的替代作物,并且缺乏资源用于识别和根除大麻作物种植并进行查禁工作,另外还部分由于此类活动的盈利能力及其他区域对大麻的高需求,大麻作物种植以及大麻贩运和滥用现象在非洲有增无已,
Concerned that cultivation of cannabis plants and trafficking in and abuse of cannabis are on the increase in Africa, in part as a result of extreme poverty, the absence of any crops offering viable alternatives and the lack of resources for the identification and eradication of cultivation of cannabis plants and for interdiction efforts and in part because of the profitability of such activities and the high demand for cannabis in other regions,强调开展国际合作,以均衡和综合的方式打击药物贩运和药物滥用的重要性,
Emphasizing the importance of international cooperation in combating both drug trafficking and drug abuse in a balanced and integrated manner,
Recognizing that alternative development programmes have proved to be a useful tool in efforts to eradicate illicit drug crop cultivation,
Aware of the importance of programmes promoting alternative development, including, where appropriate, preventive alternative development,
Having regard to the successes recorded so far in the reduction of coca bush and opium poppy cultivation through the application of alternative development programmes,注意到国际麻醉品管制局2005年报告, 其中麻管局对于非洲区域生产大量大麻却没有替代发展项目或方案表示遗憾,
Taking note of the report of the International Narcotics Control Board for 2005, in which the Board regretted the absence of alternative development projects or programmes in Africa, despite the large amount of cannabis produced in the region,希望在努力持续减少古柯树和罂粟种植方面成功运用的替代发展方案,在适当和可能的情况下也能同样用于努力减少大麻作物的种植,
Desiring that the successful application of alternative development programmes in efforts to sustain the reduction of coca bush and opium poppy cultivation be replicated, as appropriate and possible, in efforts to reduce the cultivation of cannabis plants,1. 呼吁各会员国继续恪守各项国际药物管制条约,并采取促进国际合作的政策;

5.6.
Urges Member States in which the large-scale cultivation of cannabis plants is taking place to carry out, as a matter of priority and as appropriate, a comprehensive assessment of the extent of such cultivation and to use that assessment to inform both eradication and alternative development strategies with a view to further reducing the supply of cannabis;请联合国毒品和犯罪问题办事处根据报告有大规模大麻作物种植情况的国家的请求,在可获得预算外资源的情况下,同其他发展伙伴一道对这些国家实施替代发展方案的可行性进行一次研究;

7.8.
Urges Member States implementing alternative development programmes to integrate them into other drug control measures, including demand reduction strategies, at the national and regional levels in such a way as to ensure the sustainability of those programmes;请联合国毒品和犯罪问题办事处根据麻醉药品委员会第48/14号决议第9和第10段,考虑是否可能在与会员国协商的情况下,与正在进行的制订一项总战略的努力协调一致,制订一项全面、综合和平衡兼顾的替代发展战略;
8.9.
Requests the United Nations Office on Drugs and Crime to consider the possibility of developing a global, integrated and balanced strategy for alternative development in consultation with Member States, in coordination with ongoing efforts to establish an overarching strategy, pursuant to paragraphs 9 and 10 of Commission on Narcotic Drugs resolution 48/14;请联合国毒品和犯罪问题办事处执行主任向麻醉药品委员会第五十一届会议报告本决议的执行情况。
