Recalling its resolution 2002/21 of 24 July 2002 and the Political Declaration adopted by the General Assembly at its twentieth special session, devoted to countering the world drug problem together, the Action Plan for the Implementation of the Declaration on the Guiding Principles of Drug Demand Reduction and the measures to enhance international cooperation to counter the world drug problem,回顾其2002年7月24日第2002/21号决议、专门讨论共同对付世界毒品问题的大会第二十届特别会议通过的《政治宣言》、《执行减少毒品需求指导原则的行动计划》 和加强国际合作对付世界毒品问题的各项措施,

Taking note of the second biennial report of the Executive Director of the United Nations Office on Drugs and Crime on the implementation of the outcome of the twentieth special session of the General Assembly, his report on international assistance to the States most affected by the transit of drugs and other relevant reports submitted to the Commission on Narcotic Drugs at its forty-sixth session,注意到联合国毒品和犯罪问题办事处执行主任关于大会第二十届特别会议成果执行情况的第二次两年期报告、 其关于向受毒品转运影响最严重的国家提供国际援助情况的报告 和向麻醉药品委员会第四十六届会议提交的其他有关报告,
Bearing in mind the principle of shared responsibility and the need for all States to promote and implement the actions necessary to counter the world drug problem and crimes related to that problem,铭记共同分担责任的原则和各国有必要促进和实施必要的行动对付世界毒品问题和与该问题有关的各种犯罪,
Acknowledging efforts by national authorities and the international community, including the United Nations International Drug Control Programme of the United Nations Office on Drugs and Crime, to reduce the demand for, and to combat international trafficking in, illicit drugs,承认各国主管机构和包括联合国毒品和犯罪问题办事处联合国国际药物管制规划署在内的国际社会为减少非法药物需求和打击非法药物而作出的努力,
Noting the fact that the transit States continue to face grave and multifaceted challenges, owing to both the problems related to illicit drug trafficking and supply and the rising levels of drug abuse resulting from the transiting of illicit drugs through their territories,注意到转运过境国由于与非法药物贩运和供应相关的问题和非法药物在境内的过境转运造成药物滥用日益增加从而继续面临着严重和多方面的挑战,
Bearing in mind the need to strengthen law enforcement capacities at all levels and the importance of inter-agency coordination to the achievement of effective drug control strategies addressing all aspects of the world drug problem,铭记有必要加强各级执法能力和机构间协调对实施对付所有方面世界毒品问题的有效药物管制战略的重要性,
Recognizing the need to provide, for that purpose, international assistance to the States affected by the transit of illicit drugs,承认有必要为此目的向受非法药物转运影响的国家提供国际援助,

Encourages the States affected by the transit of illicit drugs to continue to implement and strengthen law enforcement initiatives at all levels and cross-border cooperation between transit States, as well as countries of destination, with a view to promoting coordinated drug control activities and unified responses to drug trafficking;鼓励受非法药物转运影响的国家继续实施和加强各级执法举措和转运过境国与目的地国之间的跨国界合作,以期促进协调一致的药物管制活动,并就毒品贩运采取统一对策;

Also encourages the States affected by the transit of illicit drugs to continue to implement and strengthen comprehensive policies for the reduction of illicit drug demand;还鼓励受非法药物转运影响的国家继续实施和加强减少非法药物需求的综合政策;

Calls upon the States affected by the transit of illicit drugs to ensure well-coordinated and focused policies to suppress drug trafficking through greater coordination between key agencies responsible for drug law enforcement;呼吁受非法药物转运影响的国家通过加强禁毒执法关键负责机构之间的协调,确保实行经良好协调和重点集中的查禁贩毒政策;

Calls upon the United Nations International Drug Control Programme of the United Nations Office on Drugs and Crime, subject to the availability of voluntary funds and in accordance with the guidelines adopted by the Commission on Narcotic Drugs for the use of general-purpose funds, and Member States to facilitate such initiatives by providing assistance and technical support to the drug control authorities of the States affected by the transit of illicit drugs, in particular developing countries, including countries with economies in transition, that are in need of such assistance and support;呼吁联合国毒品和犯罪问题办事处联合国国际药物管制规划署在可获得自愿资金的基础上,并依照麻醉药品委员会为普通用途资金的使用而通过的准则, 以及各会员国共同为此类举措提供便利,向受非法药物转运影响的国家,尤其是向需要援助和技术支助的发展中国家,包括经济转型期国家,提供对其药物管制主管机构的援助和技术支助;

Requests the United Nations International Drug Control Programme and Member States, in providing such assistance to the States affected by the transit of illicit drugs, to integrate, subject to availability of voluntary funds and in accordance with guidelines adopted by the Commission for the use of general-purpose funds, projects for the reduction of illicit drug demand and the strengthening of treatment and rehabilitation services for drug abusers;请联合国国际药物管制规划署和会员国在可获得自愿资金的基础上,并依照麻委会为普通用途资金的使用而通过的准则,将减少非法药物需求和加强吸毒者治疗和康复服务的项目纳入向受非法药物转运影响的国家提供的援助;

Urges the international financial institutions and other potential donors to provide financial assistance to the States affected by the transit of illicit drugs, including for empowering and building the capacity of locally available human resources, so that those States may intensify their efforts to combat drug trafficking and deal with its consequences, in particular increased drug addiction;促请国际金融机构和其他潜在捐助方向受非法药物转运影响的国家提供财政支助,包括增强当地人力资源的能力及其能力建设,从而使这些国家能够进一步努力打击毒品贩运和处理其后果问题,特别是吸毒现象有增无已的问题;
