Recalling General Assembly resolutions 63/195 of 18 December 2008, entitled “Strengthening the United Nations Crime Prevention and Criminal Justice Programme, in particular its technical cooperation capacity” and 63/197 of 18 December 2008, entitled “International cooperation against the world drug problem”,回顾大会2008年12月18日题为“加强联合国预防犯罪和刑事司法方案,特别是其技术合作能力”的第63/195号决议,和大会2008年12月18日题为“国际合作对付世界毒品问题”的第63/197号决议,
Recalling also the strategy for the period 2008-2011 for the United Nations Office on Drugs and Crime, which provides a clear framework for the work of the Office,又回顾联合国毒品和犯罪问题办公室2008-2011年期间战略, 其中为该办公室的工作规定了明确框架,

Welcomes the adoption by the United Nations Office on Drugs and Crime of a regional approach for programming based on consultation and partnership at the national and regional levels and focused on ensuring that the Office responds in a sustainable and coherent manner to the priorities of Member States;欢迎联合国毒品和犯罪问题办公室采取以国家和区域一级的协商与伙伴关系为基础的区域方案编制方法,重点是确保该办公室以持续和一致的方式对会员国的优先事项做出反应;

Notes the activities of the United Nations Office on Drugs and Crime aimed at achieving a stronger working relationship with other entities of the United Nations system, including the Department of Peacekeeping Operations of the Secretariat, the United Nations Development Programme and the World Bank;注意到联合国毒品和犯罪问题办公室为与联合国系统内的其他实体,包括秘书处维持和平行动部、联合国开发计划署和世界银行建立更有力的工作关系而开展的活动;

Welcomes the recent outcomes of the ministerial and expert meetings held for the subregions of East Africa, West Africa, East Asia and the Pacific and the Caribbean, at which programmes were discussed and agreement was reached on the way forward;欢迎为东非、西非、东亚和太平洋以及加勒比等次区域举行的部长级会议和专家会议的最近成果,在这些会议上讨论了各项方案并就今后的工作达成了一致;

Looks forward to receiving the outcomes of the subregional meetings for Central America and South-Eastern Europe that will be held in the near future;期待着收到将于不久的将来举行的中美洲和东南欧次区域会议的成果;

Encourages Member States from other subregions to engage with the United Nations Office on Drugs and Crime in the preparation of similar subregional programmes;鼓励其他次区域的会员国与联合国毒品和犯罪问题办公室一道,拟定类似的次区域方案;

Expresses its appreciation to Governments that have hosted regional conferences and expert group meetings and to Governments that have provided financial support to make those conferences and meetings possible;对主办区域会议和专家组会议的各国政府以及为举办这些会议提供财政支助的各国政府表示感谢;
7.7.
Requests the United Nations Office on Drugs and Crime to continue to make every effort to ensure an effective process of consultation for the regional programmes and to ensure that such programmes are distributed as widely as possible;请联合国毒品和犯罪问题办公室继续尽一切努力,确保就区域方案进行有效协商,并确保尽可能广泛地传播这些方案;

Also requests the United Nations Office on Drugs and Crime to enhance, in a coordinated manner, its efforts to provide technical assistance and advisory services for the implementation of regional programmes;还请联合国毒品和犯罪问题办公室以协调方式加强努力,为实施区域方案提供技术援助和咨询服务;

Encourages all Member States to draw, where appropriate, upon the regional programmes of the United Nations Office on Drugs and Crime and the technical assistance activities outlined therein in the development of national legislation, procedures, policies and strategies to strengthen criminal justice systems and related institutions;鼓励所有会员国在为加强刑事司法系统和相关机构而制定国家立法、程序、政策和战略时,酌情利用联合国毒品和犯罪问题办公室的区域方案及其中概述的技术援助活动;
10.10.
Invites all Member States, as well as subregional and regional institutions, to mainstream measures to counter organized crime, corruption and illicit drug trafficking in their national and regional development strategies, in accordance with the relevant international conventions, and to make every effort to allocate resources for the implementation of those measures;请所有会员国以及各次区域和区域机构根据相关的国际公约,将打击有组织犯罪、腐败和贩毒的措施纳入其国家和区域发展战略的主流,并尽一切努力为实施这些措施分配资源;
11.11.

Invites relevant entities of the United Nations system, including the Department of Peacekeeping Operations, the United Nations Development Programme and the World Bank, as well as other international agencies and organizations, to continue coordinating with the United Nations Office on Drugs and Crime in order to support the implementation of the regional programmes of the Office and to integrate crime prevention and drug control measures in their development programmes;请联合国系统的有关机构,包括维持和平行动部、联合国开发计划署和世界银行及其他国际机构和组织,继续与联合国毒品和犯罪问题办公室进行协调,以支助实施毒品和犯罪问题办公室的区域方案,并将预防犯罪和药物管制措施纳入各自的发展方案;

Requests the Executive Director of the United Nations Office on Drugs and Crime to give high priority to the implementation of the regional programmes of the Office and to report on progress made on such implementation to the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice at their sessions to be held in the first half of 2011.请毒品和犯罪问题办公室执行主任高度重视毒品和犯罪问题办公室区域方案的实施工作,并在麻醉药品委员会及预防犯罪和刑事司法委员会将于2011年上半年举行的会上报告工作的进展情况。
